English Language Training for Puerto Rican Navy Recruits: Evaluation of Pilot Program.
Abstract
The Navy plans to expand its end strength by 80,000 enlisted personnel by 1988. Difficulties in meeting this objective are expected due to a projected decrease of available male in the 17 to 21 age group. The Commonwealth of Puerto Rico is a potential source for supplying personnel in the desired age group and would also help meet the Chief of Naval Operations' Affirmative Action Plan to have 4.8 percent of the enlisted force Hispanic by 1986. However, many of these Puerto Rican citizens speak English only as a second language and need specialized training in the use of English to acquire the proficiency necessary for successful fleet integration. Currently, the Navy is investigating several programs that provide remedial English language training. One of the training programs considered for Navy use is the English Technical Language School (ETLS) at Camp Santiago, Puerto Rico. The ETLS is managed by the Puerto Rico Army National Guard (PRARNG) for Army enlisted personnel prior to taking Initial Entry Training in CONUS. The sucess of this ETLS program is reported in this study.
