Results of a Research Study to Identify Historical RDTE (Research, Development, Test and Evaluation) Obligations and Expenditures on Major Army Materiel and Non-Materiel Systems,

Abstract

Results are given of a research study to determine the ability of the current Research, Development, Test and Evaluation (RDTE) Project Numbers of identify RDTE costs of major Army materiel and non-materiel systems from the Army's finance and accounting data. Also included are three alternative architectures which were developed to examine ways to improve historical cost data collection. The results of the study support an initial hypothesis that the project numbers, as currently defined, do not identify the total RDTE costs of major Army systems, but they can identify a significant portion of those costs.
