Mobilization and Defense Management Technical Reports Series. Planning for Surge and Mobilization in the Naval Air Rework Facilities.

Abstract

This paper investigates the abilities of the Naval Air Rework Facilities to respond to sustained surge or mobilization requirements. It specifically addresses the possibility of improving mobilization planning within these facilities through the use of gaming techniques. It was found that: Many problems exist which will impede the Naval Air Rework Facilities abilities to respond to a surge or mobilization requirement; Specific and detailed mobilization plans are required at the depot level; The system used to determine a rework facility's effectiveness, efficiency, and productivity currently discourages mobilization planning and preparation; and Gaming techniques could aid in developing mobilization plans in the Naval Air Rework Facilities.
