Incentive Contracts and Cost Growth

Abstract

This study has been conducted for the Air Force Business Research Management Center at Wright-Patterson Air Force Base, in Dayton, Ohio (AFBRMC). It has consisted of three phases. Phase one was a literature search and documentation. Interviews were also conducted with key government and industry personnel. Phase two included the development and the distribution of a questionnaire to the NCMA membership. A series of small conferences with industry and government personnel, and a pilot study of several companies. The pilot study was designed to assess what companies actually do or do not do once an incentive contract was obtained. Phase three compiles and presents the final conclusions and recommendations.
