A System Dynamics Approach to Measuring the Value of Information.

Abstract

Developing a computerized national information system in Egypt is under investigation. The justification for introduction of such a system is discussed through a System Dynamics approach. The value of information is assessed by studying the effects of changes in information quality attributes on the national development process. The study provides a System Dynamics model of the national development process. Building upon the governmental policy for development, the model is divided into five main sectors; demographic, military, labor, capital, and housing sector. The five sectors are integrated and tested as a single unit. In the model construction, decisions are modeled as a combination of information flows describing the status and objectives of the system. Information entering a decision is assumed to be available with certain levels of accuracy and timeliness. Those levels are changed through two experiments of national development. Finally, recommendations are introduced for further research which will enhance the model's usefulness for both information evaluation and other policies of development. (Author)
