An Investigation of the Impact of Headquarters Structures on the Military Command Environment.

Abstract

This thesis describes an experiment conducted by the Defense Communications Agency (DCA), Defense Systems, Inc. (DSI), and the Naval Postgraduate School (NPS) during the period 31 October 1983 through 23 November 1983. Specifically, the experiment investigates how a headquarters' structure influences its effectiveness which ultimately impacts upon the speed and correctness of headquarters decisions. This was accomplished by using the Naval Warfare Interactive Simulation System (NWISS) as a transmission vehicle to pose military problems to military students using a standard scenario set and simulated headquarters networks. Although the results are not conclusive, they do tend to support a relation between different headquarters structures and the speed and correctness of decisions made by a headquarters. (Author)
