Measuring Equity in Public Risk. Revised,
Abstract
An equitable distribution of risk is often an important criterion in the evaluation of technological and environmental risks. We define the concept of equity precisely and develop measures for ex-post and ex-ante equity. It is shown how these measures along with the information on the number of possible fatalities can be used to rank alternatives that involve risks to human life. (Author)
