Nonappropriated Fund Employees: Development of Revised NAF (Nonappropriated Fund) Employee Appraisal Form.

Abstract

The Air Force Nonappropriated Fund (NAF) employee appraisal form (AF Form 2544, NAF Supervisor's Appraisal) was revised in format and content. A joint Air Force Human Resources Laboratory and Office of Civilian Personnel Operations working group initially identified a set of 30 preliminary appraisal factors that had face validity for inclusion in an employee appraisal system. Further working group review reduced the set ot 23 items these were then presented to a group of airman basic trainees for the purpose of determining if the items were readable and understandable. Minor modifications were made to the wording of the items based upon this review. Air Staff review and recommendations further reduced the list to 20 items. The items were then presented to supervisors of approximately 1,500 NAF employees. The supervisors ranked the 20 items on the basis of essentially (criticality) to the position held by the employee concerned and, in addition, the supervisor rendered an experimental performance evaluation on the employee using each of the appraisal items that was applicable to the position held by the employee. A 5-point rating scale (1 = less than satisfactory; 5 = outstanding) was used in the rating process. A zero rating indicated that the item was not applicable to the employee being evaluated. Supervisory ranking/rating data were provided to a nine-member selection board who selected, edited, and rewrote a final set of 13 appraisal items. (Author)
