Central Arizona Water Control Study. Stage III. Final Recreation Planning Report.

Abstract

The purpose of the Central Arizona Water Control Study (CAWCS) is to examine all suitable alternatives to Orme Dam and to recommend a plan that will provide regulatory storage of CAP water and flood control along the Salt and Gila Rivers. The Central Arizona Water Control Study planning area encompasses approximately 8.2 million acres (12,800 square miles) of land in Arizona, including all of Maricopa and portions of Gila, Pinal, and Yavapai Counties. Portions of the Salt, Verde, Gila, and Agua Fria River drainage basins fall within its boundaries. In the course of Stage II, competing elements were screened; those remaining were combined into plans and analyzed for their effectiveness in fulfilling the objectives identified for the study. Competing plans were then screened and remaining plans were recommended for additional detailed study in Stage III. The Stage III CAWCS plans were different combinations of the following five damsites: Cliff, Roosevelt, New Stewart Mountain, Confluence, and New Waddell. Early in Stage III, New Stewart Mountain Dam was eliminated from further consideration as a CAWCS alternative, primarily for economic reasons.
