Economic Impact Forecast System (EIFS) II: User's Manual. Updated Edition.

Abstract

The economic impact forecast system (EIFS) is a computer system which provides information useful for estimating the socioeconomic impacts caused by new military projects and activities. After the initial development of EIFS, the U.S. Army Construction Engineering Research Laboratory (CERL) encouraged leading economists and scientists to review the model and provide comments and suggestions for ways to improve it. These suggestions were then incorporated into an updated version of the system. In addition, interaction with users identified problems associated with the logistics of using a truly interactive computer system. Coupled with the need to provide for some systematic update or modification of EIFS (free of the need for frequent revision of the user manual), it became clear that a more general and logistically oriented user's manual was necessary. This is an updated version.
