Does the War Powers Act Provide for the Common Defense?

Abstract

Sixteen uses since its implementation are discussed chronologically use of armed forces short of formal declaration of war by U.S. presidents prior to 1973 is also traced. A brief examination is also made of war powers in other nations and times; and the fatal flaws in the War Powers Act are discussed. A proposal for reform and some remarks on America's future conclude the paper.
