An Archeological Overview and Management Plan for the Louisiana Army Ammunition Plant, Bossier and Webster Parishes, Louisiana.
Abstract
The Louisiana Army Ammunition Plant (AAP) is a 14,974-acre facility situated in northwest Louisiana, west of Minden. It is a government owned, contractor-operated facility under the jurisdiction of AARCOM, a DARCOM sub-command. The function of the facility is to load, assemble, and pack ammunition items, as well as to manufacture metal ammunition pieces. A previous cultural resource survey conducted on the AAP recorded one cemetery (the Allen Town cemetery, probably associated with the community of Allen Town), and some scattered, isolated prehistoric artifacts, possibly dated to the Late Archaic. Facility elevational surfaces are suitable to lengthy human habitation, and occupation from possibly as early as Paleo-Indian to recent historic is probable. Known cemeteries from the 1800s exist on the AAP, and are fenced and maintained by facility personnel. No sites are known on the AAP that are on or are determined eligible for the National Register of Historic Places. Land disturbance on the facility has been in the form of agriculture, timbering, facility construction and maintenance activities, and an on-going silvicultural program. To bring the Louisiana AAP into general compliance with the National Historic Preservation Act and Army regulations AR420-40, formulation of a facility Historic Preservation Plane is recommended. Recommended management steps include archival research, field checking of potential site location, and a sample survey of the AAP's undisturbed areas.
