Soviet Economic Stringencies: External Reactions and Repercussions,

Abstract

Soviet economic stringencies, unless they are appreciably relieved by Western credits, are likely to induce the Soviet leadership to be more parsimonious in its willingness to accept these burdens in the future. On the other hand, the expansion of Soviet international influence and power ranks sufficiently high among the objectives of the leadership that strong efforts will be made to meet the requisite costs of the empire, even in the face of economic stringencies at home.
