An Appraisal of the USAF Technology Modernization Program.

Abstract

This thesis outlines the factors affecting the slowed productivity growth in the US with emphasis on DOD contractors. One of the primary causes of this phenomena is a reduction in investment for capital equipment. The Technology Modernization Program was designed to assist defense contractors in capital investment decisions. The contractors and the government are reporting large savings as a result of the Tech Mod program. This study is a look at the government's investments in the Aeronautical Systems Division's Tech Mod programs, the type of capital equipment being purchased by the contractors, and the government's management costs for the programs. The analysis of the government's investments, money and personnel, was made to determine the overall return on investment rate for a particular program.
