Military and Civilian Lifetime Earnings Comparisons

Abstract

The President's Fifth Quadrennial Review of Military Compensation (QRMC) has been directed to study military compensation issues with particular attention paid to military retirement. This report was prepared for the Director of Human Resources Development in the Army's Office of the Deputy Chief of Staff for Personnel, in support of the Fifth QRMC. There is considerable interest in the question whether military personnel are comparably paid relative to their civilian counterparts. Life-cycle earnings comparisons are made here for several categories of Army personnel and civilians. The results show that as of the end of Fiscal Year 1982, many Army personnel are underpaid relative to civilians, especially in highly technical occupations. The results hold even when the analysis includes military housing allowances, PX and commissary privileges, and tax advantages.
