Abstract
Neptune is a tethered vehicle built for autonomous mobile robot research. Included are: the design considerations, the resulting design, and details of the mechanical structure and electrical control system. Detail is sufficient to enable replication or adaptation by others. A discussion of the performance with respect to the design considerations is also included. (Author).
