Understanding Soviet Objectives and Behavior,

Abstract

The motivation for Soviet behavior in domestic issues and foreign policy is not well understood in the Free World. Because the USSR is a superpower most people who have never visited the country tend to mirror-image the Soviet standard of living, way of life and the basis for national decision making as nearly identical to that in the US and other modern industrial nations. They are absolutely wrong! Soviet leaders respect three factors: raw military power, resolve on the part of national leaders to use that power, and a strong, visible economy. The Soviet people, and especially their leaders suffer from and inferiority complex. The primary objective of Soviet leaders is to ensure the survival of the Motherland and the Communist Party of the Soviet Union (CPSU) and its leadership.
