Abstract

Prime Contract Awards in Labor Surplus Areas: Fiscal Year 1984 presents detailed information on Department of Defense (DoD) prime contract awards over $25,000 awarded to contractors located in a labor surplus area (LSA). Except for Table 2, data include information on contracts awarded to U.S. business firms, educational and nonprofit organizations, and Government agencies, including awards in support of the DoD Foreign Military Sales program. (Table 2 contains data on awards to U.S. business firms only). During FY 1984, DoD prime contract awards over $25,000 for performance in LSA's totaled $38,565 million or 30.6 percent of all DoD awards, compared with $48,304 million (39.7%) during FY 1983. As shown below and in Table 1, LSA preference awards totaled $215 million during FY 1984, which was 0.6 percent of the total of all LSA awards. This represents a decrease of 0.9 percent over the comparable FY 1983 figure. The number of LSA set-a side awards, as a percentage of all LSA preference awards, decreased by 1.2 percent from FY 1983 to FY 1984. The number of combined LSA/small business setaside preference awards as a preference awards a percentage of all LSA preference awards decreased by 6.1 percent. The number of tie-bid preference awards as a percentage of all LSA preference awards increased by 7.3 percent.
