Institutionalization of Instructional System Development (ISD) in the Naval Education and Training Command: An Organizational Analysis,

Abstract

Instructional systems development (ISD) is the broad application of the systems approach to training. This report documents a study of the Instructional Program Development Center(s) (IPDC) as an approach to ISD in the Naval Education and Training Command (NAVEDTRACOM). The concept of ISD was not an issue; rather, the Navy's institutionalization of ISD was the principal concern of the study. The study is based on inherently nonobjective data; i.e., interviews, documentation, opinions of involved personnel. The views expressed in this report should not be construed to be an official position of the NAVEDTRACOM.
