Abstract

The New Orleans to Venice, Louisiana, Hurricane Protection project is intended to provide protection of the developed areas of Plaquemines Parish along the Mississippi River. The project would enlarge the locally constructed back levee from City Price to Venice, Louisiana, and bring the existing levee from Pheonix to Bohemia up to grade. The proposed construction involves the hydraulic pumping of sand from the Mississippi River and clay from select borrow areas in the adjacent marshes. Surface material obtained from the borrow areas, as well as suspended materials from the dredging operation, will be retained in a ponding area and the effluent released into the marsh. Approximately 3,000 acres of wetland will be permanently impacted, and 11,000 acres temporarily affected. It is proposed that the wetlands permanently lost be mitigated by the creation of marsh on the Delta National Wildlife Refuge.
