Command and Control Related Computer Technology. Part 1. Packet Radio

Abstract

This document describes: 1) work performed in the design and development of a Packet Radio Network which supports a variety of command and control requirements for mobile digital communications. 2) new developments in speech compression to support low bandwidth (<2 kilobaud) digital speech for transmission over packet-switched networks. 3) an evaluation of the quality of vocoded speech to permit the direct comparison of different systems as well as improve the performance of any given system.
