An Evaluation of the C-E Cost Allocation Algorithms. Volume 1. Unit Mission Personnel.

Abstract

This study is the first of a set of reports documenting the findings of a study conducted by Desmatics, Inc. for the Office of VAMOSC, Air Force Logistics Command. This study constitutes an assessment of the cost allocation algorithms employed within the Communications-Electronics (C-E) subsystem of VAMOSC, the Air Force Visibility and Management of Operating and Support Cost system. This volume examines the criteria used to select and categorize records from the E300Z Advanced Personnel Data System (MPC) for C-E unit mission personnel. It also evaluates the methods used to allocate their pay and allowances costs to the items of communications-electronics equipment of their organizations. Alternative procedures are recommended to correct certain omissions and misallocations identified in the study.
