Research and Development Requirements Analysis for Navy Surface Force, Pacific, Shipboard Supply Departments.

Abstract

This report provides a preliminary analysis of the problems confronting Pacific Fleet surface warfare supply officers that may require 'people-related' research and development for solution. It presents a priority ranking of 29 previously identified problems by ship type according to the judgments of 141 ships's supply officers and assistant supply officers. Solutions recommended by both groups are included. Difficulty of advancement in the ship's servicemen (SH) rating was the most severe problem noted by supply personnel (64% of respondents). A generally perceived shortage of manpower to do the job was indicated by many survey items; long hours (63%) and heavy work load (60%) were the second and third most severe problems. Insufficient telephone lines and labor-intensive inventory and documentation were also impediments to efficient function. User-related problems included failure to cancel requisitions, overstated delivery data requirements, and orders for unnecessary parts. There were some meaningful variations between ship types, but only minor differences of opinion between supply officers and their assistants.
