A Single, Area Specific Military Housing Allowance -- An AHA

Abstract

The elements of the military compensation system have grown in number and complexity. For example, today, there are three primary military housing allowances; i.e., basic allowance for quarters, continental United States variable housing allowance, and overseas rent plus housing allowance, which basically reimburse servicemembers for their housing costs. The question is, if these three housing allowances serve the same purpose, why not simplify the compensation system by combining them into a single housing allowance system? The study evaluates the possibilities of combining the three housing allowances into a single area housing allowance. The study concludes that a single area housing allowance--an AHA, will improve the military compensation system.
