The Military in a Civilian Environment

Abstract

Three basic issues are explored: the significant group differences between the military and civilian in the Department of Defense (DOD); the impact of these differences in the typical civil-military relationship that exists in the non-political level of bureaucratic operations; and how to overcome or prevent the actual of potential problems inherent in this working relationship. A key consideration to note about the paper: the groups referred to are the career civil servants, and the military officer corps.
