Soviet Civil Defense Agricultural Preparedness.
Abstract
This report describes and analyzes, on the basis of Soviet open-source materials, Soviet views on the nuclear, chemical, and bacteriological threat to agriculture, and Soviet civil defense concepts, organization, operational plans, and capabilities for the protection of agricultural resources and the post-attack reconstitution of essential agricultural production. Soviet source materials indicate that agricultural civil defense is an integral and very important element of the Soviet civil defense program, and that the protection of agricultural resources and the post attack reconstitution of agricultural production pose special problems whose solution requires a complex of preparatory, emergency, and long-term measures.
