Projection of Air Force Enlisted Manpower Requirements to Support Personnel and Training Planning and Programming.

Abstract

This report documents the results of a project undertaken to suggest alternate ways by which the Air Force can improve its projection of future enlisted manpower requirements. Five tasks preceded formulation of alternatives and recommendations and are summarized with their findings as follows: (1) Identification of the needs for manpower requirements projections: Projections needed by personnel and training functions varied by organization, level of detail, and time horizon; (2) Characterization of the commonalities and distinctions among current Air Force projection methods: There were very limited commonalities and many differences found among current Air Force methods; (3) Analysis of historical trends in enlisted manpower authorizations: Authorization data exhibited trackable patterns; (4) Evaluation of the Skill Projection Model: The existing model has not be used for several years and offers little future promise as a projection tool.
