An Empirical Study to Enhance the Reenlistment Process of Civilian Personnel with Prior Military Service.

Abstract

This is a final report of a multidisciplinary empirical inquiry regarding the use of prior-service individuals to meet current and future U.S. Navy enlistment goals, especially at the mid-grade petty officer level. Data used are primarily from the Defense Military Manpower Center (DMDC) for the period 1973 to 1982. Six new studies are included in this summary report. Each study seeks to compare prior-service individuals with other enlistees. Four sets of analyses are addressed in the overall report. The first set is descriptive and used individual demographic, socioeconomic, and military experience measures in the DMDC files to assess the prior-service community. The second set of reports adapts market research methods to identify those persons most desirable for recruiting. The third set of studies, included in Chapters 3 and 4 of this volume, examine career development determinants such as the relative rate of earnings growth in the military.
