Defense Financial and Investment Review. Appendix 4. Part 2. Survey of Defense Procurement Personnel Narrative Comments.

Abstract

On December 2, 1983 the Deputy Secretary of Defense directed that a formal, full-scale study be performed with a goal of recommending improvements to Department of Defense (DoD) contract pricing, financing, and profit policies. The study group was composed of individuals from each Military Department, the Defense Logistics Agency, and the Defense Contract Audit Agency. The Director of the study group was from the Office of the Under Secretary of Defense (Acquisition Management). This group was responsible for performing research and collecting data to facilitate the development of recommendations for policy improvements to the steering group. Defense Manpower Data Center (DMDC) conducted a survey of DoD procurement personnel to ascertain their opinions on DoD pricing, profit, contract financing, and investment incentives policies and practices. The present volume consists of a verbatim transcription of the narrative comments offered by the respondents at the end of the formal questionnaire.
