Identification of Cash Management Opportunities in the Navy Industrial Fund

Abstract

The Navy Industrial Fund is a revolving fund used to provide working capital for industrial and commercial-type activities in the Department of the Navy. At the present time there are 49 NIF activities with a combined annual revenue projected to be $14.5 billion for FY 1985. The authors researched the background of the NIF and its management, focusing on the organizational structure and policies affecting the Navy Industrial Fund's cash position. The purpose of this thesis is to identify cash management opportunities for the NIF. Numerous opportunities not presently included in existing Federal cash management programs, were observed which would enable the NIF to better manage its cash. Eight specific opportunities are identified, explored and recommendations provided to improve the NIF's cash position.
