Changing the DoD Construction Guide Specifications.

Abstract

Construction guide specifications are the primary reference documents used by designers in preparing the descriptions of technical requirements of individual construction projects. Commercially available specifications lack the precision needed in DoD's contracting and procurement environment and would require DoD to make extensive changes to the documents and procedures supporting the military construction process. Rather than adopt a commercial system, it is recommended that DoD coordinate the development of consolidated COE(Corps of Engineers) and NAVFAC (Naval Facilities Engineering Command) guide specifications. The DASD(I) should create a tri-service committee to establish uniform DoD guide specification goals and to develop a plan for achieving those goals.
