Discrepancy-Tolerant Hierarchical Poisson Event-Rate Analyses.

Abstract

There are units (machines) that generate events (failures) at possibly different, constant, Poisson rates. Having observed a record of such events, it is desired to (a) characterize the overall variability of true rates, and (b) use the result of (a) to create improved estimates of the individual rates by selective pooling. The results are evaluated by simulation, and applied to actual operational data.
