Summary Version, Marine Corps Life Cycle Cost Model

Abstract

The model was developed to run on an IBM-compatible personal computer using the BASICA programming language. The structure of the existing Marine Corps Life Cycle Cost Model was adopted and simplified to fit the aggregate data likely to be available in early stages of system development. The work breakdown structure is simplified to a less structured system-subsystem scheme, personnel requirements input is in much less detail, training requirements are calculated in the aggregate, and a general maintenance structure is built into the model. Inflation is handled by the model, but discounting is not provided for. The model is an 'accounting' type model. It provides no parametric coating capability. It is primarily designed to provide a standard format for preparing cost estimates and a standard set of cost factors, such as personnel costs by grade, storage space costs, and overhead percentages. Investment costs are primarily throughput, but the model provides considerable assistance in calculating Operations and Support costs. The model was designed so that the average action officer could produce a reasonable cost estimate in about two man days (1 1/2 days of research, 1/2 day of data input).
