Why Civil Air Patrol's Emergency Preparedness Planning Isn't Effective Enough and What to do about the Problem?

Abstract

Integration of Civil Air Patrol (CAP) into the defense mobilization structure may require new sets of national CAP policy guidance. A thorough study is needed of the goals and possible outcomes of different planning strategies. As a result of several national-level exercises, CAP's national emergency role in support of the federal government has become more substantial. Now we must draft and implement plans and training activities which wil directly prepare CAP to assume its responsibilities.
