Planning and Preparing for Production.

Abstract

The US Army Industrial Base Engineering Activity (IBEA) was tasked by the HQ AMC, Deputy Chief of Staff for Manufacturing Technology, at the request of the Commanding General, AMC, to assess the techniques used by the US Army Materiel Command to plan and prepare for the transition of weapon systems from development to production. The tasking requested an analysis of the effectiveness of ten management programs and gathering of information on lessons learned from three major systems that had transitioned into production. The method of assessment used by IBEA included: reviewing existing policy and how that policy has been followed; interviewing personnel from AMC and industry regarding their opinions; and analyzing responses to questionnaires distributed to AMC major subordinate commands and program managers. After analyzing that information, conclusions were drawn, and over fifty recommendations offered to HQ AMC.
