Guidelines for Development of a Base Comprehensive Plan to Manage Military Construction.

Abstract

This thesis provides programmers and planners guidance on the development of a base comprehensive plan to manage military construction. The guidance contained here should enable the novice planner to outline the requirements of a comprehensive plan and locate some of the information sources necessary to complete the plan. In addition to providing an outline for the development of the base comprehensive plan, this thesis researches the acceptance of comprehensive planning by the leaders in Air Force Civil Engineering. The research on acceptance is designed to determine the creditability that comprehensive planning has established at the MAJCOM level.
