A Concept for Developing a Data Base to Aid in System Manning Prediction

Abstract

This research note presents a concept to aid in the development of systems which can be operated and maintained by available personnel. This concept is predicated upon the development of a data base which can be used to predict the availability of personnel with specific constellations of characteristics at specified levels. The data base and associated methodology are described at the level of component concepts. The purpose of the note is to present an integrated scheme which can be used in investigating the logic of such a concept.
