Navy Acquisition. SUBACS (Submarine Advanced Combat System) Problems May Adversely Affect Navy Attack Submarine Programs.
Abstract
GAO recently reviewed the Navy's three-phased Submarine Advanced Combat System (SUBACS) program. SUBACS was designed to provide Los Angeles class nuclear attack submarines (SSN 688 class) authorized for fiscal year 1983 and beyond with new and upgraded sonar and combar control systems and advanced data processing capabilities. A modification of SUBACS was also planned as the combat system design for the proposed new attack submarine class, SSN 21, scheduled for authorization in fiscal year 1989. GAO performed this review to determine the cost, schedule, and performance risks associated with implemeting the SUBACS program and its impact on attack submarine programs. GAO found that since the Secratary of Defense approved the program in October 1983, SUBACS has experiences significant cost, scheduel, and performance problems. To address these problems, the Navy has made several programmatic decisions, resulting in a restructure of the program. As a result, the program is nologer being implemented as approved. Because of the risks and uncertanties identified with implementing the latest program plan, GAO bleives tdhat the restructured program needs to be evaluated and implemented only with the approval okf the Secretary of Defense. On October 25, 1985, the Department of Defense provided comments on a draft of this report which have incorporated in this final report.
