Depot Service Surcharges for Foreign Military Sales.

Abstract

A proposal to charge FMS customers a 1.75 percent surcharge on item value for services rendered by Army depots in conjunction with contractor-provided materiel was evaluated. It was determined that no surcharge is necessary for most of the items evaluates. For the few items that require a separate surcharge, a .2 percent factor is recommended. A 1.75 percent factor cannot be validated and is considered excessive.
