Engineer Profiles: The District Engineer,

Abstract

This series of four annual interviews with Colonel William W. Badger presents the changing viewpoints of an incumbant District Engineer. The conversations cover a wide range of subjects from the civil works planning process to personnel management. Over the years the program of the Corps of Engineers has changed significantly; national goals have changed with the times, and the amount of money and manpower to carry them out has varied as well. Whatever the mission and resources allotted the Corps of Engineers, the District Engineer has retained a pivotal role in its execution. There is little information to which future district engineers can turn for insight into the methods and procedures of their predecessors. These interviews attempt to provide such information by documenting the problems and possibilities faced by district engineers.
