A Comparison of Government-Leased to Privately Leased Family Housing (USAREUR) Family Housing.

Abstract

This study evaluates the costs of providing housing to US soldiers and their families who live in the Federal Republic of Germany (FRG). Specifically, soldier expenses and reimbursements (Calculated from FY 84 data on the Overseas Housing Allowance (OHA) system) are used to compute the amount of out-of-pocket costs borne by individual soldiers. ESC also calculates the average cost to the US Government of providing a soldier a government-leased family housing unit and the average cost of supporting a soldier. Living in a privately leased family housing unit for which he or she draws a Basic Allowance for Quarters (BAQ) and an OHA. Average government costs are combined with average soldiers' costs to compare comprehensively the costs of both types of family housing. Quality-of-life defferences derived from survey information and from eight field visits to USAREUR are evaluated. The study concludes that although government-leased housing is more expensive for the government, it has some quality-of-life advantages over privately leased units. These make government-leased units more preferred by the soldier. In addition, soldiers living in government-leased family housing have less financial management burdens and fewer out-of-pocket costs.
