Distribution of Personnel by State and by Selected Locations, FY-78

Abstract

This publication is based on data submitted by the Military Departments and Defense Agencies under Department of Defense instructions for reporting of personnel by operating location. Operating location is defined as the locale (geographic location) where military or civilian employees of the Department of Defense are physically located for the performance of duties. Within states, the major concentrations of personnel are shown by city or installation location. Special attention is called to the following: (1) Department of the Army civilians for each state include Corps of Engineers Civil Functions personnel as well as National Guard Technicians, (2) Data for Department of the Navy military personnel includes Marine Corps military personnel. Navy personnel consist of shore-based military personnel only and exclude afloat and temporary shore-based military personnel, and (3) Not included in the civilian personnel data are 10,890 special youth employees not subject to statutory limitations (largely Stay-in-School) most of whom are part-time employees. Of these, 1,070 were located in the Washington Metropolitan Area.
