Analysis of the Navy's Timekeeping System versus Automated Alternatives.

Abstract

The Department of the Navy is presently operating under a predominately manual system for the collection of attendance and labor distribution data. Recent technological progress in automated data collection systems has provided a multitude of alternative means of collecting this source data. Under guidance of the Department of Defense Instruction 7041.3, on economic analysis and program evaluation, this study presents an economic analysis of the cash flows associated with the present manual system and their associated cash flows for the purpose of comparison. The respective system benefits and capabilities are also compared. The thesis concludes with the selection of the source data collection system that is the most cost effective.
