Methodology for Abbreviated Analyses Formerly Mini-Cost and Operational Effectiveness Analyses, Abbreviated Analyses.

Abstract

Cost and Operational Effectiveness Analyses (COEAs) are required for the evaluation of new materiel systems and are of two types: a COEA and an ABBREVIATED ANALYSIS. An average COEA takes approximately 1 year to complete. An 'Abbreviated Analysis', however, is conducted on a much smaller scale and takes approximately one to six months to complete. Concepts and Studies Division, DCD, Completes approximately 10 Abbreviated Analyses per year. The purpose of this document is to establish a standard methodology for Abbreviated Analyses to be used by C&S Div, DCD. The COEA is a study which compares alternative means of reducing or eliminating a deficiency in the force. The alternatives are examined in terms of cost and operational (combat) effectiveness. COEAs are conducted to support the materiel acquisition process for Department of the Army designated major and non-major systems.
