A History of Services Contingency Capability: 1975-1985.

Abstract

Services contingency capabilities increased significantly during the period 1975 to 1985. The Services functions required during a contingency are food service, billeting, laundry, and mortuary affairs. This study describes the development of contingency capabilities including subsistence, Harvest Eagle Kitchens, Harvest Bare Kitchens, the Mobile Field Kitchen Trailer, and the Ground Launches Cruise Missile Field Food Service System. It also describes the central management of the Prime Readiness in Base Services (RIBS) program. The effectiveness of Prime RIBS responses to a mass casualty, the Beirut, Lebanon case, and to the 1985 CENTAF exercises are described. The study concludes with brief findings and recommendations.
