Abstract

This paper presents the historical and current Soviet perspectives on several elements critical to U.S.-Soviet relations (Human Rights, Politics, Military Role, and International Relations); and then discusses these perspectives with the goal of providing insights and means by which our dealings with the Soviets might be altered and tensions between the two countries reduced.
