Saint Croix Fleet Mooring Project Execution Plan

Abstract

The Chesapeake Division, Naval Facilities Engineering Command (CHESNAVFACENGCOM) has been tasked to install a mooring in the Frederiksted, St. Croix area to be used in place of the pier while the pier is being repaired. The Ocean Construction Platform (OCP) SEACON will be the installation vessel. This report describes the scope of this project including: CHESNAVFACENGCOM; Underwater Construction Team; St. Croix Underwater Tracking Range; NAVSTA roosevelt Roads and TRACOR Marine Responsibilities; Safety Responsibilities and Personal Safety Equipment; Environmental Conditions; Mooring Description; and Design Criteria. A project schedule includes; Pre-Installation Inventory Inspection; Roosevelt Roads Mobilization; Navigation for Mooring Installation; Installation of Marker Buoys; Installation of the Propellant Embedment Anchor; The Chain Installation; Buoy Location; and Post Installation Tasks.
