Management Methods for Quality Improvement Based on Statistical Process Control: A Literature and Field Survey.

Abstract

The Navy is currently working to increase the size of the Fleet without corresponding increases in the maintenance budget. In light of that situation, it is critical that the Navy adopt management systems such as statistical process control (SPC) to achieve and maintain quality (Taft, 1985). SPC management approaches are intended to improve an organization's productivity and product or service quality by reducing variation in the work process. These approaches have been found to improve performance in a variety of industrial settings. The requirements in order to implement SPC management approaches in naval repair and maintenance organizations, however, still must be determined. The purposes of this research were to: (1) identify the basic characteristics of SPC management approaches, (2) distinguish among the major SPC management approaches, (3) determine the suitability of commercial SPC training programs for use in naval facilities, (4) identify those conditions within naval repair and maintenance organizations necessary for the development of SPC management approaches, and (5) begin to identify policies and practices in naval repair and maintenance facilities that inhibit use of SPC management approaches.
