Abstract

DLA has a dual role in the Industrial planning with industry for emergency production of DLA-managed items. Secondly, DLA provides field support to the military services, maritime administration and DLA's supply center by performing the functions of the Armed Services Production Planning Officer (ASPPO) with industry. Planning for approved items is initiated by buying activities which develop time-phased, quantitative production schedules. These are forwarded to DCASR ASPPO's who provide field support in planning with industry. They conduct facilities survey with the contractor to ensure that their plants have the capability to produce the items being planned. If the surveys disclose that the facilities are capable of producing items selected for planning, the ASPPO's negotiate production agreements with the contractor. These agreements serve to provide industry with the production volume and schedules it may be asked to meet in event of war. The negotiated agreements are then returned to the buying activity.
