Collective Training Standards Development: Problem Analysis

Abstract

The Marine Corps requires valid, reliable, and cost-effective measures for developing collective training standards (CTSs). This report identifies and describes procedures now in use in the Armed Forces for developing CTSs and reviews the literature regarding unit performance and measurement from 1960 to 1984. It was concluded that a functional analysis of the organizational responsibilities of the unit is required to support the development of CTSs. Recommendations address methods for developing and validating collective training standards.
